INTRODUCTION
1.1 The ROE are rules that must be followed in the K214 Kingdom. They provide stability to the Kingdom and allow us to play safely. They are proposed by the King or at least three legal clans. They will be discussed and validated by a vote of the legal Clans.
1.2 Kingdom 214 is an international community. Threats, insults and harassment (private messages, Kingdom chat, and others) are strictly prohibited.
CLANS
2.1 To be considered a legal clan, the following must be met:
a/ The clan must have its Capital and territory.
b/ The clan description must include at least:
- Leader/Diplomat
- Acceptance of ROE K214
Clan Buildings
2.2 It is forbidden to attack clan buildings at any time during the game.
2.3 Any player who attacks a clan building will immediately be eligible to receive outlaw status from the Court.
2.4 Clan Territory
- All RSS (silver, gold, wood, iron and stone mines), DM (Dragon Mounds), WS (Wellspring Ruins) belong to the clan and do not need to be registered.
Poachers may be eliminated from the Clan’s territory without prior notice.
2.5 Clan marches are not allowed against K214 members, except for outlaws.
2.6 Clanless players are not protected by the ROE. To be protected by the ROE, one must join an ROE Clan.
WEIGHTED VOTE
3.1 The weighted vote is the number of votes per Clan member.
3.2 To be eligible to vote, a Clan must follow K214’s ROE and have at least 10 members.
- 10 to 19 members: 0.5 vote
- 20 to 29 members: 1 vote
- 30 to 39 members: 1.5 votes
- 40 t0 49 members: 2 votes
- 50 to 59 members: 2.5 votes
- 60 to 69 members: 3 votes
- 70+ members: 3.5 votes
3.3 Voting may only be exercised by legal Clans that comply with Articles 2.1.
REVISIONS TO ROE K214
4.1 The King may propose any modification to these rules.
4.2 Three or more legal clans may propose changes to these rules. They must submit them to the King for discussion.
4.3 To be validated, any modification to the ROE must be approved by a vote of the legal clans.
4.4 Only legal clans that respect the ROE may vote, and they must provide a delegate to vote on behalf of the clan.
4.5 There will be no changes made to the ROE within 48 hours of the Clash for the Throne nor the Clash of Kingdoms.
RESOURCES
Dragon Mound (DM), Wellspring Ruins (WS), Silver, Stone, Wood, Iron, Gold Mines
5.1 DM’s and WS’s must be registered BEFORE occupation at:

The player must register with full location coordinates, and be occupied within 10 minutes.
5.2 1 DM and 1 WS are allowed every 24 hours.
5.3 Registration is not permitted for the clan, or for another player.
5.4 All resources, DM’s and WS’s within Clan Territory belong to the clan and do not need to be registered. See Article 2.2.
5.5 Resources in the wild belong to the first player to move toward them.
5.6 The Royal Guard will expel illegal occupants of DM’s and WS’s (unless a registered player or clan can reclaim it) and report any violation in the chat.
5.7 Players expelled from a DM must compensate the rightful owner for troop losses and stolen gold.
5.8 Attacks on occupied resources are not permitted except to reclaim a resource.
5.9 Those who frequently violate the DM and WS registration rules will be suspended from DM/WS access for 72 hours on the first offense. A Judge or any member of the Court may impose this sanction.
ATTACKS
6.1 Any period outside of the COT (Section 7) is considered a period of peace. Therefore, any attack on a member of the ROE is prohibited.
6.2 Exceptions to attacks
By court order
By retaliation for an unlawful attack
By non-payment of taxes
By CP agreements
By reclaiming illegally occupied clan territory resource
6.3 Scouting is considered an attack for any level player.
6.4 It is forbidden to attack clan buildings at any time during the game.
6.5 Illegal Attacks must be compensated for, according to the compensation table. Save the attack reports as evidence.
6.6 If you are illegally attacked, first talk to the player.
If they do not respond, look for their clan diplomat to discuss with them.
If they don’t respond, ask your clan diplomat to talk to the aggressors diplomat.
If the issue is not resolved, only your clan diplomat or clan leader can present the case to a Judge along with the evidence. Give a 24 hour time limit for each case. The court can ban anyone who refuses to compensate for an illegal attack.
6.7 If you are attacked, a retaliatory attack is permitted, regardless of the attacker’s power. If you choose to retaliate, you immediately forfeit your right to compensation.
If you prefer, you may nominate a Champion to retaliate in your place. The Champion has no Might restrictions when retaliating in this manner. Save chats/reports in the event a case is brought up.
6.8 In the event of an illegal attack, the victim has 48 hours to claim compensation from the attacker or their clan’s diplomats.
6.9 The court can only help if you keep the report of the attack. If you choose to retaliate against an attack, keep the records for evidence in case someone takes you to court for damages.
6.10 When requesting compensation, the amount must be fair, according to the ROE table. Compensation requests with abusive amounts are prohibited. This gives the attacker the right to file a request in court for review of compensation. If an abusive amount is found, the attacked party loses the amount of compensation and this amount will be paid to the court as compensation for services rendered.
CLASH FOR THE THRONE (COT)
7.1 Clan marches against cities are not allowed.
7.2 Attacking clan buildings is prohibited.
7.3 You may attack K214 players who have at least 50% of your power.
7.4 During COT, all portals are considered HOSTILE and can be closed by any means, including clan marches.
7.5 During the COT, the ROE must be followed. Players who follow the ROE can attack each other, respecting the following rules:
- It is forbidden to attack players with less than 50% of your Might, unless it is a single retatilion attack (due to them attacking you first).
- It is forbidden to attack with reinforcements during the COT.
- It is forbidden to attack players with less than 100,000 Might, unless you are 150,000 Might or lower.
- When defending against illegal attacks, the aggressor will compensate for all losses including reinforcements.
- When the attack is legal, if the defender calls for reinforcements, there is no compensation available for losses for any players involved.
COT, 7.5 continued
- Players with 100,000 Might or less can attack each other.
- Players with 100,001 Might or more can attack others within 50% of their Might. In other words, your opponent needs to have at least half your power (Might).
examples:
- you have 235,500 Might, you can attack from 117,750 Might and higher
- you have 25,360,750 Might, you can attack from 12,680,375 Might and higher
- you have 175,000 Might, you can attack no lower than 87,500 Might

The COT usually coincides with Rise Of the Ancients (aka Tin Man). If you’re going to attack a city and the clan has summoned the Tin Man, respect those minutes. It’s not the law, but about respect!
PORTALS
8.1 Attacking portals in another clan’s territory is prohibited.
8.2 All K214 player portals are considered friendly. During COT, Article 7.4 applies.
8.3 If a portal becomes hostile, it may be attacked and closed. Clans may march against hostile portals. Save events and report them at chat:

8.4 Portals to other Kingdoms may be closed by any means.
COMPENSATION
9.1 If you retaliate against an attack, you lose the right to compensation.
9.2 Failure to pay compensation will result in a court ordered outlaw status for the offending player.
9.3 If a player leaves a clan, leaving an outstanding compensation debt with a player or clan, the new clan must force the player to pay the outstanding debts or assume responsibility for them. If the host clan does not oblige, or fails to repay the debt, they will be declared an outlaw clan.
COMPENSATION PROCEDURE
9.4 Attempt to talk to the player first about the illegal attack, giving them 24 hours to reply.
Notify their clan diplomat/leader, and yours, of the situation and if the player doesn’t reply within the 24 hour period, you can escalate the case with both clans.
The court will only accept cases if these procedures are followed and if the case is brought by a diplomat/leader.
No payment procedure is required to initiate legal proceedings. Once the verdict is issued, the losing party will pay the judge 500,000 silver in addition to damages owed to the victim.

*Offending player must be over 4 million Might to compensate Gold for Gold due to smaller players not having the means to build gold mines large enough for repayment.
TAXES
The ingots in your Capitol have only one purpose; to send them to the Royal Treasury so the Court can activate bonuses that benefit all players in the Kingdom.
10.1 The maximum amount of gold ingots allowed per city are based on your City’s Capitol level:
1,500 Ingots for Levels 1-10
2,500 Ingots for Levels 11-20
7,000 Ingots for Levels 21-23
18,000 Ingots for Levels 24-26
25,000 Ingots for Levels 27-29
50,000 Ingots for Levels 30+
10.2 For any city that exceeds the limits, the Royal Guard acts in the following procedures:
- ROE Clans: send a message to the player as well as the leader and superiors giving 4 hours warning of collection coming. Scout then Collect.
- Non ROE Clans & Non Clan Players: Scout then Collect. Send a message to the player explaining why the Royal Guard acted upon them advising them to join or become a ROE Clan.
- Players scouted that do not owe are contacted explaining why they were scouted.
10.2.1 For any player that is warned of collection, that then uses their shield of peace to keep the Royal Guard out instead of remitting taxes will be collected upon as soon as possible without further warning. Continuance of avoidance will result in the Royal Guard seeking Court Ordered Outlaw Status.
10.3 The Royal Treasurer will inform the Kingdom every 48 hours of the ingots deposited in the treasury and the expenses for activating Kingdom bonuses.
10.4 Any legal clan may inquire about the status of the accounts.
OUTLAWS
Individual Outlaws
11.1 Outlaw status by court order.
- Requested by the courts for failure to repay a court ordered verdict.
- Issued by the King, Queen, Hand of the King, Chancellor and Judges.
- Executed by the Royal Guard
- After 24 hours have passed, since the declaration of outlaw, Article 2.3 applies.
11.2 Permanent Outlaw Status
- Requested by the Royal Council for serious, repeat offenses or emergency situation.
- Issued by the King, Queen, Hand of the King, Chancellor and Judges.
- Enforced by the Kingdom; can be attacked anywhere, anytime and by any means necessary including clan march.
- Can be attacked on all Resources including DM/WS.
11.3 Removal of the Permanent Outlaw Status can only be done by the King at the request of the sanctioning court or at the request of the Royal Council.
Outlaw Clan
11.4 A clan that harbors an outlaw for more than 24 hours is considered an outlaw clan.
11.5 The Clan must be notified in advance by communication to the Leader and Superiors. The clan will be attacked first by the Royal Guard. After 48 hours have passed since the declaration of Outlaw Clan, it may be attacked by any legal clan.
11.6 The outlaw clans’ buildings may be attacked and clan marches permitted against them.
FINES
12.1 Fines can only be issued by judges, through a verdict.
12.2 The amount depends on the accused’s Might
-1 Million silver for players up to 2 Million Might
-2 Million silver for players 2.1 to 5 Million Might
-3 Million silver for players 5.1 to 10 Million Might
-5 Million silver for players 10.1 to 50 Million Might
-10 Million silver for players 50.1+ Million Might
12.3 The amount may be reduced depending on the offender’s behavior. If the offender is a repeat offender, the next fine will be corresponding to the next higher might level.
ROYAL PALACE
13.1 The Royal Council is composed of the King, Queen, Hand of the King and Chancellor.
- The King’s duties include the general guidance of the Kingdom and Council.
- The Queen liaises with the other members of the Royal Palace. They support and report to the King.
- The Hand of the King, second in command, acts on behalf of the King in their absence.
- The Chancellor, Supreme Judge coordinates the judges, oversees infractions and collaborates with the Quaestor.
13.2 All other positions are part of the Palace, not the Royal Council.
- Centurion, Commander of the Royal Guard.
- Tribune, Supports the Centurion.
- Treasurer, collects taxes and oversees the Kingdom’s accounts.
- Archon – Liaises with the clans.
- Quaestor, collaborates with the Chancellor.
